Look, I am rating them a three but bear in mind that sometimes you may need a second opinion. I have been a mechanic for most of my life and was a submarine mechanic; diesel instructor, air instructor, hydraulics instructor and a refrigeration mechanic and also worked as a hazmat coordinator and dealt with freshwater systems, pumps, valves and a number of other mechanic related components.
A number of these stores / service centers don't exactly have access to the most qualified mechanics. I mean, short of an oil change, your job might be more than they can handle. However, they do provide an ok service most of the time. I have used them a few times for issues such as tire changes, oil changes and once a front-end alignment. My limitation is simply not having access to the tools like I did when I was in the Navy and a tire changing machine could be over $50,000.
A friend of mine went to this specific store merely to get her cigarette outlet to work. The person who 'supposedly' looked at her car and told her that she had to go to Honda because it was a problem that they couldn't repair.
When she told me, I kind of laughed knowing vehicles myself and simply checked her fuse box. She was missing FIVE fuses, which only took my about $2.80 to replace.... So, I told her to call me Honda! lol
Again, this same Pep Boys... She asked them if they could replace her passenger side mirror that was broken. They quoted her some ridiculous price of 300 something odd dollars...
Anyway, I went online to auto parts warehouse and ordered her mirror for $48 and replaced it in less than ten minutes.... Plus, it arrived in less than four days...

Anyway, all I am saying is to please get a second opinion if you feel that the child that happens to wear a mechanic's shirt, tells you something that sounds ridiculous and they send you to a dealer...
